Fictions on the Ground

I am old enough to remember when Israeli kibbutzim looked like settlements (“a small village or collection of houses” or “the act of peopling or colonizing a new country,” Oxford English Dictionary).

In the early 1960s, I spent time on Kibbutz Hakuk, a small community founded by the Palmah unit of the Haganah, the pre-state Jewish militia. Begun in 1945, Hakuk was just 18 years old when I first saw it, and was still raw at the edges. The few dozen families living there had built themselves a dining hall, farm sheds, homes and a “baby house” where the children were cared for during the workday. But where the residential buildings ended there were nothing but rock-covered hillsides and half-cleared fields.

The community’s members still dressed in blue work shirts, khaki shorts and triangular hats, consciously cultivating a pioneering image and ethos already at odds with the hectic urban atmosphere of Tel Aviv. Ours, they seemed to say to bright-eyed visitors and volunteers, is the real Israel; come and help us clear the boulders and grow bananas — and tell your friends in Europe and America to do likewise.

Hakuk is still there. But today it relies on a plastics factory and the tourists who flock to the nearby Sea of Galilee. The original farm, built around a fort, has been turned into a tourist attraction. To speak of this kibbutz as a settlement would be bizarre.

However, Israel needs “settlements.” They are intrinsic to the image it has long sought to convey to overseas admirers and fund-raisers: a struggling little country securing its rightful place in a hostile environment by the hard moral work of land clearance, irrigation, agrarian self-sufficiency, industrious productivity, legitimate self-defense and the building of Jewish communities. But this neo-collectivist frontier narrative rings false in modern, high-tech Israel. And so the settler myth has been transposed somewhere else — to the Palestinian lands seized in war in 1967 and occupied illegally ever since.

It is thus not by chance that the international press is encouraged to speak and write of Jewish “settlers” and “settlements” in the West Bank. But this image is profoundly misleading. The largest of these controversial communities in geographic terms is Maale Adumim. It has a population in excess of 35,000, demographically comparable to Montclair, N.J., or Winchester, England. What is most striking, however, about Maale Adumim is its territorial extent. This “settlement” comprises more than 30 square miles — making it one and a half times the size of Manhattan and nearly half as big as the borough and city of Manchester, England. Some “settlement.”

There are about 120 official Israeli settlements in the occupied territories of the West Bank. In addition, there are “unofficial” settlements whose number is estimated variously from 80 to 100. Under international law, there is no difference between these two categories; both are contraventions of Article 47 of the Fourth Geneva Convention, which explicitly prohibits the annexation of land consequent to the use of force, a principle re-stated in Article 2(4) of the United Nations Charter.

Thus the distinction so often made in Israeli pronouncements between “authorized” and “unauthorized” settlements is specious — all are illegal, whether or not they have been officially approved and whether or not their expansion has been “frozen” or continues apace. (It is a matter of note that Israel’s new foreign minister, Avigdor Lieberman, belongs to the West Bank settlement of Nokdim, established in 1982 and illegally expanded since.)

The blatant cynicism of the present Israeli government should not blind us to the responsibility of its more respectable-looking predecessors. The settler population has grown consistently at a rate of 5 percent annually over the past two decades, three times the rate of increase of the Israeli population as a whole. Together with the Jewish population of East Jerusalem (itself illegally annexed to Israel), the settlers today number more than half a million people: just over 10 percent of the Jewish population of so-called Greater Israel. This is one reason why settlers count for so much in Israeli elections, where proportional representation gives undue political leverage to even the smallest constituency.

But the settlers are no mere marginal interest group. To appreciate their significance, spread as they are over a dispersed archipelago of urban installations protected from Arab intrusion by 600 checkpoints and barriers, consider the following: taken together, East Jerusalem, the West Bank and the Golan Heights constitute a homogenous demographic bloc nearly the size of the District of Columbia. It exceeds the population of Tel Aviv itself by almost one third. Some “settlement.”

If Israel is drunk on settlements, the United States has long been its enabler. Were Israel not the leading beneficiary of American foreign aid — averaging $2.8 billion a year from 2003 to 2007, and scheduled to reach $3.1 billion by 2013 — houses in West Bank settlements would not be so cheap: often less than half the price of equivalent homes in Israel proper.

Many of the people who move to these houses don’t even think of themselves as settlers. Newly arrived from Russia and elsewhere, they simply take up the offer of subsidized accommodation, move into the occupied areas and become — like peasants in southern Italy freshly supplied with roads and electricity — the grateful clients of their political patrons. Like American settlers heading west, Israeli colonists in the West Bank are the beneficiaries of their very own Homestead Act, and they will be equally difficult to uproot.

Despite all the diplomatic talk of disbanding the settlements as a condition for peace, no one seriously believes that these communities — with their half a million residents, their urban installations, their privileged access to fertile land and water — will ever be removed. The Israeli authorities, whether left, right or center, have no intention of removing them, and neither Palestinians nor informed Americans harbor illusions on this score.

To be sure, it suits almost everyone to pretend otherwise — to point to the 2003 “road map” and speak of a final accord based on the 1967 frontiers. But such feigned obliviousness is the small change of political hypocrisy, the lubricant of diplomatic exchange that facilitates communication and compromise.

There are occasions, however, when political hypocrisy is its own nemesis, and this is one of them. Because the settlements will never go, and yet almost everyone likes to pretend otherwise, we have resolutely ignored the implications of what Israelis have long been proud to call “the facts on the ground.”

Benjamin Netanyahu, Israel’s prime minister, knows this better than most. On June 14 he gave a much-anticipated speech in which he artfully blew smoke in the eyes of his American interlocutors. While offering to acknowledge the hypothetical existence of an eventual Palestinian state — on the explicit understanding that it exercise no control over its airspace and have no means of defending itself against aggression — he reiterated the only Israeli position that really matters: we won’t build illegal settlements but we reserve the right to expand “legal” ones according to their natural rate of growth. (It is not by chance that he chose to deliver this speech at Bar-Ilan University, the heartland of rabbinical intransigence where Yigal Amir learned to hate Prime Minister Yitzhak Rabin before heading off to assassinate him in 1995.)

THE reassurances Mr. Netanyahu offered the settlers and their political constituency were as well received as ever, despite being couched in honeyed clichés directed at nervous American listeners. And the American news media, predictably, took the bait — uniformly emphasizing Mr. Netanyahu’s “support” for a Palestinian state and playing down everything else.

However, the real question now is whether President Obama will respond in a similar vein. He surely wants to. Nothing could better please the American president and his advisors than to be able to assert that, in the wake of his Cairo speech, even Mr. Netanyahu had shifted ground and was open to compromise. Thus Washington avoids a confrontation, for now, with its closest ally. But the uncomfortable reality is that the prime minister restated the unvarnished truth: His government has no intention of recognizing international law or opinion with respect to Israel’s land-grab in “Judea and Samaria.”

Thus President Obama faces a choice. He can play along with the Israelis, pretending to believe their promises of good intentions and the significance of the distinctions they offer him. Such a pretense would buy him time and favor with Congress. But the Israelis would be playing him for a fool, and he would be seen as one in the Mideast and beyond.

Alternatively, the president could break with two decades of American compliance, acknowledge publicly that the emperor is indeed naked, dismiss Mr. Netanyahu for the cynic he is and remind Israelis that all their settlements are hostage to American goodwill. He could also remind Israelis that the illegal communities have nothing to do with Israel’s defense, much less its founding ideals of agrarian self-sufficiency and Jewish autonomy. They are nothing but a colonial takeover that the United States has no business subsidizing.

But if I am right, and there is no realistic prospect of removing Israel’s settlements, then for the American government to agree that the mere nonexpansion of “authorized” settlements is a genuine step toward peace would be the worst possible outcome of the present diplomatic dance. No one else in the world believes this fairy tale; why should we? Israel’s political elite would breathe an unmerited sigh of relief, having once again pulled the wool over the eyes of its paymaster. The United States would be humiliated in the eyes of its friends, not to speak of its foes. If America cannot stand up for its own interests in the region, at least let it not be played yet again for a patsy.

The language that absolves Israel

On Sunday night, Israeli Prime Minister Benjamin Netanyahu delivered a speech that — by categorically ruling out the creation of a sovereign Palestinian state — ought to have been seen as a mortal blow to the quest for a two-state solution to the Israeli-Palestinian conflict.

On Monday morning, however, newspaper headlines across the United States announced that Netanyahu had endorsed the creation of a Palestinian state, and the White House welcomed the speech as “an important step forward.”

Reality can be so easily stood on its head when it comes to Israel because the misreading of Israeli declarations is a long-established practice among commentators and journalists in the United States.

In fact, a special vocabulary has been developed for the Israeli-Palestinian conflict in the United States. It filters and structures the way in which developing stories are misread here, making it difficult for readers to fully grasp the nature of those stories — and maybe even for journalists to think critically about what they write.

The ultimate effect of this special vocabulary is to make it possible for Americans to accept and even endorse in Israel what they would reject out of hand in any other country.

Let me give a classic example.

In the U.S., discussion of Palestinian politicians and political movements often relies on a spectrum running from “extreme” to “moderate.” The latter sounds appealing; the former clearly applies to those who must be — must they not? — beyond the pale. But hardly anyone relying on such terms pauses to ask what they mean. According to whose standard are these manifestly subjective labels assigned?

Meanwhile, Israeli politicians are labeled according to an altogether different standard: They are “doves” or “hawks.” Unlike the terms reserved for Palestinians, there’s nothing inherently negative about either of those avian terms.

So why is no Palestinian leader referred to here as a “hawk”? Why are Israeli politicians rarely labeled “extremists”? Or, for that matter, “militants”?

There are countless other examples of these linguistic double standards. American media outlets routinely use the deracinating and deliberately obfuscating term “Israeli Arabs” to refer to the Palestinian citizens of Israel, despite the fact that they call themselves — and are — Palestinian.

Similarly, Israeli housing units built in the occupied territories in contravention of international law are always called “settlements” or even “neighborhoods” rather than what they are: “colonies.” That word may be harsh on the ears, but it’s far more accurate (”a body of people who settle in a new locality, forming a community subject to or connected with their parent state”).

These subtle distinctions make a huge difference. Unconsciously absorbed, such terms frame the way people and events are viewed. When it comes to Israel, we seem to reach for a dictionary that applies to no one else, to give a pass to actions or statements that would be condemned in any other quarter.

That’s what allowed Netanyahu to be congratulated for endorsing a Palestinian “state,” even though the kind of entity he said Palestinians might — possibly — be allowed to have would be nothing of the kind.

Look up the word “state” in the dictionary. You’ll probably see references to territorial integrity, power and sovereignty. The entity that Netanyahu was talking about on Sunday would lack all of those constitutive features. A “state” without a defined territory that is not allowed to control its own borders or airspace and cannot enter into treaties with other states is not a state, any more than an apple is an orange or a car an airplane. So how can leading American newspapers say “Israeli Premier Backs State for Palestinians,” as the New York Times had it? Or “Netanyahu relents on goal of two states,” as this paper put it?

Because a different vocabulary applies.

Which is also what kept Netanyahu’s most extraordinary demand in Sunday night’s speech from raising eyebrows here.

“The truth,” he said, “is that in the area of our homeland, in the heart of our Jewish homeland, now lives a large population of Palestinians.”

In other words, as Netanyahu repeatedly said, there is a Jewish people; it has a homeland and hence a state. As for the Palestinians, they are a collection — not even a group — of trespassers on Jewish land. Netanyahu, of course, dismisses the fact that they have a centuries-old competing narrative of home attached to the same land, a narrative worthy of recognition by Israel.

On the contrary: The Palestinians must, he said, accept that Israel is the state of the Jewish people (this is a relatively new Israeli demand, incidentally), and they must do so on the understanding that they are not entitled to the same rights. “We” are a people, Netanyahu was saying; “they” are merely a “population.” “We” have a right to a state — a real state. “They” do not.

And the spokesman for our African American president calls this “an important step forward”?

In any other situation — including our own country — such a brutally naked contrast between those who are taken to have inherent rights and those who do not would immediately be labeled as racist. Netanyahu, though, is given a pass, not because most Americans would knowingly endorse racism but because, in this case, a special political vocabulary kicks in that prevents them from being able to recognize it for exactly what it is.

The Peril of Forgetting Gaza

The recent meeting between President Obama and Prime Minister Netanyahu generated speculation over the future relationship between America and Israel, and a potentially changed U.S. policy towards the Israeli-Palestinian conflict. Analysts on the right and left are commenting on a new, tougher American policy characterized by strengthened U.S. demands on Israel. However, beneath the diplomatic choreography lies an agonizing reality that received only brief comment from Obama and silence from Netanyahu: The ongoing devastation of the people of Gaza.

Gaza is an example of a society that has been deliberately reduced to a state of abject destitution, its once productive population transformed into one of aid-dependent paupers. This context is undeniably one of mass suffering, created largely by Israel but with the active complicity of the international community, especially the U.S. and European Union, and the Palestinian Authority in the West Bank.

Gaza’s subjection began long before Israel’s recent war against it.. The Israeli occupation—now largely forgotten or denied by the international community—has devastated Gaza’s economy and people, especially since 2006. Although economic restrictions actually increased before Hamas’ electoral victory in January 2006, the deepened sanction regime and siege subsequently imposed by Israel and the international community, and later intensified in June 2007 when Hamas seized control of Gaza, has all but destroyed the local economy. If there has been a pronounced theme among the many Palestinians, Israelis, and internationals who I have interviewed in the last three years, it was the fear of damage to Gaza’s society and economy so profound that billions of dollars and generations of people would be required to address it—a fear that has now been realized.

After Israel’s December assault, Gaza’s already compromised conditions have become virtually unlivable. Livelihoods, homes, and public infrastructure have been damaged or destroyed on a scale that even the Israel Defense Forces admitted was indefensible. In Gaza today, there is no private sector to speak of and no industry. 80 percent of Gaza’s agricultural crops were destroyed and Israel continues to snipe at farmers attempting to plant and tend fields near the well-fenced and patrolled border. Most productive activity has been extinguished.

One powerful expression of Gaza’s economic demise—and the Gazans’ indomitable will to provide for themselves and their families—is its burgeoning tunnel economy that emerged long ago in response to the siege. Thousands of Palestinians are now employed digging tunnels into Egypt—around 1,000 tunnels are reported to exist although not all are operational. According to local economists, 90 percent of economic activity in Gaza—once considered a lower middle-income economy (along with the West Bank)—is presently devoted to smuggling.

Today, 96 percent of Gaza’s population of 1.4 million is dependent on humanitarian aid for basic needs. According to the World Food Programme, the Gaza Strip requires a minimum of 400 trucks of food every day just to meet the basic nutritional needs of the population. Yet, despite a 22 March decision by the Israeli cabinet to lift all restrictions on foodstuffs entering Gaza, only 653 trucks of food and other supplies were allowed entry during the week of May 10, at best meeting 23 percent of required need.

Israel now allows only 30 to 40 commercial items to enter Gaza compared to 4,000 approved products prior to June 2006. According to the Israeli journalist, Amira Hass, Gazans still are denied many commodities (a policy in effect long before the December assault): Building materials (including wood for windows and doors), electrical appliances (such as refrigerators and washing machines), spare parts for cars and machines, fabrics, threads, needles, candles, matches, mattresses, sheets, blankets, cutlery, crockery, cups, glasses, musical instruments, books, tea, coffee, sausages, semolina, chocolate, sesame seeds, nuts, milk products in large packages, most baking products, light bulbs, crayons, clothing, and shoes.

Given these constraints, among many others—including the internal disarray of the Palestinian leadership—one wonders how the reconstruction to which Obama referred will be possible. There is no question that people must be helped immediately. Programs aimed at alleviating suffering and reinstating some semblance of normalcy are ongoing, but at a scale shaped entirely by the extreme limitations on the availability of goods. In this context of repressive occupation and heightened restriction, what does it mean to reconstruct Gaza? How is it possible under such conditions to empower people and build sustainable and resilient institutions able to withstand expected external shocks? Without an immediate end to Israel’s blockade and the resumption of trade and the movement of people outside the prison that Gaza has long been, the current crisis will grow massively more acute. Unless the U.S. administration is willing to exert real pressure on Israel for implementation—and the indications thus far suggest they are not—little will change. Not surprisingly, despite international pledges of $5.2 billion for Gaza’s reconstruction, Palestinians there are now rebuilding their homes using mud.

Recently, I spoke with some friends in Gaza and the conversations were profoundly disturbing. My friends spoke of the deeply felt absence of any source of protection—personal, communal or institutional. There is little in society that possesses legitimacy and there is a fading consensus on rules and an eroding understanding of what they are for. Trauma and grief overwhelm the landscape despite expressions of resilience. The feeling of abandonment among people appears complete, understood perhaps in their growing inability to identify with any sense of possibility. The most striking was this comment: “It is no longer the occupation or even the war that consumes us but the realization of our own irrelevance.”

What possible benefit can be derived from an increasingly impoverished, unhealthy, densely crowded, and furious Gaza alongside Israel? Gaza’s terrible injustice not only threatens Israeli and regional security, but it undermines America’s credibility, alienating our claim to democratic practice and the rule of law.

If Palestinians are continually denied what we want and demand for ourselves—an ordinary life, dignity, livelihood, safety, and a place where they can raise their children—and are forced, yet again, to face the destruction of their families, then the inevitable outcome will be greater and more extreme violence across all factions, both old and increasingly new. What looms is no less than the loss of entire generation of Palestinians. And if this happens—perhaps it already has—we shall all bear the cost.

IMPOSING MIDDLE EAST PEACE BY HENRY SIEGMAN

The continued expansion of Israeli settlements in the West Bank seems to have finally locked in the permanence of Israel’s colonial project. Outside intervention may offer the last hope for a reversal of the settlement enterprise and the achievement of a two-state solution to the Israel-Palestine conflict. Since the U.S. is no longer the likely agent of that intervention, it is up to the Europeans and to the Palestinians themselves to fashion the path to self-determination in the occupied territories.
